Introduction This documenthasbeenpreparedtohelppersonsaspiringtobecomecertifiedcourt interpretersunderstandwhatthewrittentestmeasures,howitisadministered,andhowto preparefortakingtheexam.Eachexamineeshouldstudythisoverviewthoroughlyinorderto bemorefullypreparedforthewrittenexam. Thewrittenexaminationisonlyonepartoftheprocessforbecomingacertifiedorapproved court interpreter(designationvariesbystate).Passingthistestdoesnotmeanapersonhas becomea"certifiedorqualifiedcourtinterpreter";rather,itmeanstheexamineehasmetone ofseveralrequirementsforeithercertificationorqualification(again,requirementsandpolicies vary bystate).StatepolicyinFloridarequirescandidatestoachieveapassingscoreonthe writtenexamforeligibilitytotaketheOralPerformanceExamination,and/orattendany State sponsoredskillbuildingworkshops. Thewrittentestmeasurescandidates'knowledgeofthreeareascentraltotheworkofacourt interpreteratthelevelofaminimallyqualifiedcourtinterpreter: 1. EnglishLanguage .Tofunctionasaprofessionalcourtinterpreter,oneindispensable componentisahighdegreeofproficiencyintheEnglishlanguage.Accordingly,thewritten examination assumesahighdegreeofliteracyintheEnglishlanguageandfamiliaritywitha rangeoflanguageconstructions.IttestscomprehensionofwrittenEnglishvocabularyand idioms. 2. Court RelatedTermsandUsage .Asecondareaofknowledgeessentialtosuccessful professionalperformanceisfamiliaritywiththeterminologyandproceduresofthecourt system.Accordingly,thewrittenexaminationalsomeasuresrecognitionofcommoncourt relatedsituationsandvocabulary,especiallyintheareaofcriminalcourts. 3. EthicsandProfessionalConduct .Thethirdareaofknowledgerequiredofprofessionalcourt interpretersencompassedinthewrittentestisgeneralknowledgeofstandardsguidingthe performanceofduties.Accordingly,thewrittenexamincludesquestionsaimedatmeasuring candidates'knowledgeofethicalbehaviorandprofessionalconduct. What doesthetestlooklike? Theexaminationcontains135multiple choicequestions.Eachquestionhasfourchoices, labeledA,B,C,andD.Thecandidateisinstructedtoselectthebestchoiceandmarkthat choiceontheanswersheet(thespecificformoftheanswersheetwillvarybystate). 1

Thetesthastwoparts: PartI:GeneralLanguageProficiency(75questions),and PartII:Court RelatedTerms&Usage,andEthics&ProfessionalConduct(60questions). Within eachpart,thereareseveralsections,eachofwhichcontainsaparticularcategoryof questions. Therearespecificinstructionsforhowtoproceedatthebeginningofeachsection. Acompletelistofthesections,includingoneormoresamplequestionsforeach,isprovidedin AppendixA. HowwillthetestbescheduledandwhatdoIneedtoknowaboutthetestin advance? Anofficialofthestatewhereyouaretakingtheexamwillnotifyyouinwritingbymailoremail. Timeframesvaryfromstatetostate.Thenoticewilladviseyouwhenandwheretoreportfor thetestandmayincludedirectionstothetestsite. Arriveearly.Noonewillbeadmittedlate. Therearenoexceptionsandnoonearrivinglate foranyreasonwillbeabletotakethetestatthattestsession. Onlysmallpursesorwalletsareallowedinthetestingroom.Leaveeverythingelseathome orinyourcar.Donottrytobringbriefcases,palmpilots,dictionaries,gymbags,cellphones, calculators, paper,pens,pencils,oranyothersimilaritemsintothetestroomasyouwillnot beadmittedtothetestroomwiththem.Pencilswillbeprovidedinthetestroom.Before thewrittenexamination,youwillbeinstructedtoemptyandturnyourpocketsinsideoutto confirmthatyouhavenoprohibiteditems. Theremaybearegistrationareawhereyouwillreportandsignin.Inthetestingroom,there willbeatestadministrationsupervisor,andtheremaybeothertestproctorspresenttoassist. Usetherestroompriortoenteringthetestingroom.Ifyouasktoleavethetestingroomafter thetesthasbegun,youwillbeinstructedtoleaveallofyourtestmaterialswiththetest administrationsupervisorpriortoleavingtheroom.Youmaybeescortedtotherestroomto ensure thatyoudonotuseatelephoneorconversewithotherindividualswhileyouare outsideofthetestingroom.Nomorethanonecandidatewillbeallowedtoleavethetesting roomatthesametime.Noadjustmentstothetimeallottedforcompletionoftheexamwillbe madeforanytimeyouareoutsideofthetestingroom. What ifIneedspecialaccommodationduetoadisability? IfyouhaveadisabilityrecognizedbytheAmericanswithDisabilitiesAct(ADA),youmust request specialaccommodationinadvance.Inordertodothat,youshouldcontactthecourt interpreterprogramadministratorasfaraheadofthetestdateaspossible,whowillprovide 2

youwithtestaccommodationsguidelinesandapetitionchecklist,whichdetailsthespecific policies fordeterminingwhethertograntaccommodationsontheexamination,aswellasthe requisitedocumentationneededforreviewandevaluation. Howwillthetestbeadministered? Theadministrationprotocol,describedbelow,isrecommendedpractice.Itisspecificallynoted herethatfromstatetostate,theremaybesomedeviationfromtheexactrecommendation. However,theprotocoldescribedwill,inlargepart,reflectadministrationpractices. Inmoststates,thetestwillbegiveninclassroomstyletoanumberofcandidatesatthesame timeinthesameroom.Atestadministrationsupervisor,whoisresponsibleforoversightof theentiretestadministrationprocess,willdecidewhatstaffmembersarepresenttoassistwith proctoring theexamination. Seatingwillbeassigned.Dependingupontheseatingarrangements,somecandidatesmaybe askedtomovefromoneseatandoccupyanother.Ifthishappens,itisfortestsecurity measuresandthecandidatesshouldnotbetroubledorconcerned. Securityofthetestmaterialsisobviouslyessential.Examineesmaynottakenotesorcopyany portionoftheexam. Proctorswillmonitorcandidatesthroughouttheexaminationtopreventcheatingand,if cheating occurs,detectanddealwithit.Theymaycirculatethroughouttheroom,buttheywill notdisturbtheexaminees.Ifaproctorsuspectsthatanexamineeischeatinginanyway, includinggivingorreceivingassistanceduringtheexamination,communicatingwithothers, retaining orcopyingexaminationquestions,orusingprohibitedaids,theproctorwillfollow specificprotocolforaddressingthesituation. Ifanexamineeisdisruptive,engagesinclearorflagrantcheating,orattemptstocopyquestions orretainorrecordtestmaterials,theexamineemaybeexpelledfromthetestingroomand advised thathisorherexaminationwillnotbescored.Documentationoftheexpulsionandthe reasonsforitwillbemaintainedbythestate. Once allexamineesareseatedfortheexam,thetestadministratorwillhandoutmaterials packetsandtwopencilstoeachperson.Heorshewillreadinstructionsscriptedtothe examineesinordertoensurethatallcandidatesreceivethesameinstructionseachtimethe examination isgiven.ThentheexamineeswillbedirectedtoreadandexecuteanAgreement and OathForm.Next,examineeswillpreparetheiranswersheetsbyenteringtheirnameand socialsecuritynumber,thetestdate,andthetestsite.Examineesmustlistentothe instructionscarefullyandmustnotbegintheexaminationuntilthetestadministration supervisorsays,"Youmaybegin." 3

Candidatesareallowedtwohoursandfifteenminutestocompletetheexamination.Aclock willbeprovidedineachtestingroomtoassistcandidateswhodonotbringtheirown timepiece.Fifteenminutesbeforetheendofthetest,thetestadministratorwillmakethe followingannouncementoutloud:"Youhavefifteenminutesremaining." Atthebeginningofeachsection,thereareinstructionsonhowtoanswerthequestionsinthat section.Asexamineesworktheirwaythroughthetest,theyshouldcarefullyreadthe instructionsforeachsectiontobesuretheyunderstandhowtoanswerthatsection's questions. Thetypesofinstructionsyouwillfindwillbetoselecttheanswerthat: o Isclosestinmeaning; o Mostappropriatelycompletesasentence; o Bestanswersaquestionorprovidesthebestsolutiontoasituation; o Hasthecorrectsequenceofevents;or o Isoppositeinmeaning. See AppendixAforsamplequestionsfromthevarioussectionsoftheexam. What isthescorerequiredforpassingandhowwillIbenotifiedaboutthe results? Inordertopassthetest,Floridapolicyrequiresthat80percentoftheitemsmustbe answeredcorrectlyastoeachsection (effectivedateofimplementationinFloridaisMarch 30,2005).Thatmeanstheexamineemustanswer60outof75questionscorrectlyonPartI, and48outof60questionscorrectlyonPartII,inordertopass.Inmoststates,thestate'stest administrationsupervisorwilladvisetheexamineeoftheresultsofhisorhertestbymailore mail.Reminder:Passingthistestdoesnotmeanyouarenowa"certified"or"approved"court interpreter. What canIdotoprepareforthetest? Alistofpossibleactivitiesandresourceshasbeencompiledtohelpyouidentifyactionsyoucan taketohelppreparefortheexam.Someoftheresourcesmayhelpyoudecidewhetheryou are readytoparticipateinatestofthisnature.ThelistisattachedandmarkedasAppendixB. What ifIdonotpasstheexamination? This writtenexaminationisconstructedtomeasureentry levelknowledgethataminimally competent personenteringthecourtinterpretingfieldwouldneedtoknowasto: Englishgeneralvocabulary commonwordsandphraseslikelytobeheardincourt thetypicalprogressionofcasesthroughthecourtsystem,and 4

provisionsofacodeofprofessionalresponsibility(orconduct) Ifyoudonotpasstheexam,itissuggestedthatyouresistthetemptationtosimplyregisterto retake theexam.Experienceshowsthatretakinganexaminationofthiskindwithinashort timeperiodwillnotsubstantiallychangetheresults.Instead,youareencouragedtoreviewthe section ofthisOverviewentitled"WhatcanIdotoprepareforthetest?"andAppendixB,and engageinsomereadingandpreparatorystudybeforeretakingtheexamination. Thetimeframewithinwhichyoucanregistertoretakethewrittenexaminationvariesfrom statetostate.EffectiveJuly1,2012,statepolicyinFloridaallowswrittenexamcandidatesto testuptothreetimesperyearprovidedthesametestversionisnotrepeatedmorethan once inasix monthperiod.TherearecurrentlytwoversionsoftheConsortium135 question examination availableforadministration.FloridahasadoptedtheConsortium recommendation, whichprovidesthatnocandidatemaytakeasingletestversionmorethan twicealtogether.Ifadditionaltestversionsarelaterdeveloped,Floridacandidateswouldbe permittedtoretestmoreoftenprovidedthesametestisnotrepeatedmorethanonceinasix monthperiodandthecandidatedoesnottakeasingleversionmorethantwiceintheir lifetime. 5
